The Twinning project „Support to the civil service modernization in the Republic of Moldova in line with EU best practices” includes a component on developing a network of human resources experts and upgrading their capabilities. In this context, on 24 and 25 November 2015 the first training module was launched, which was focused on human resource management (HRM) and was attended by 80 civil servants from central public authorities.
The event was organized by the Central Public Administration Reform Division of the State Chancellery of the Republic of Moldova together with the Twinning project team. The trainers, Mr. Rimantas Klepačius and Mr. Gintautas Vilkelis, are experts-practitioners from the Republic of Lithuania, the main partner of the Republic of Moldova in implementing the Twinning project, have a broad experience in the area of providing trainings to civil servants both in their country and abroad.
The participants to the workshop have been acquainted with a large range of new theoretical knowledge and involved into practical exercises and case studies, which have contributed significantly to acquire the presented innovative material.
The workshop was focused on several subjects, such as: the scientific rationale for the human resources management, the place and importance of the manager in HRM, performance management, staff motivation, emotional leadership and conflict management, et.
The first training module will be followed by other four modules on various subjects: strategic planning, ethics and integrity, e-Governance, internal control mechanisms that will be carried out during 2016 and will end with certification of civil servants who participated to all five training modules.
The main aim of the HR experts-practitioners network is to encourage and develop a fruitful and sustainable cooperation among them. There will be organized a series of working meetings, round tables where the participants will have the opportunity to disseminate the good practices from their field of activity and also to discuss the major challenges faced by HR specialists in civil service.
