On 28 November, a seminar took place in order to discuss the issue of the development the mechanism for direct funding of the Civil Society Organization (CSO) projects from the state budget, organized by the State Chancellery, in partnership with the Institutum Virtutes Civilis Association and the European Center for Not-for-Profit Law.
The event brought to the fore the current situation and the link between the options of necessity of some interventions in order to improve the system and increase the efficiency of the existing funding mechanism of states project for civil societies in Moldova.
More than 60 guests, the representatives of the central public administration specialized institutions, state agencies, non-governmental organizations representatives gave their opinion about current financial process. In this context, it has been presented a study on legal framework, direct and direct financial practices, the most severe problems that civil society faces, the programs implementation, as well as specific recommendations for solving them.
At the same time, during the event there were presented the experiences of Central and Eastern Europe countries regarding the financing of CSO projects and ensuring a more diversified access to funds and public funding programmes.
The participants have made a series of proposals for the development of the legal framework regarding the non-reimbursable financing mechanism for direct payments to CSO projects.
Subsequent to the event, the sectorial working sessions will be organized with central government agencies to develop a framework for planning government budget funding for CSOs, ensuring their own authority under unified conditions and funding procedures for civil society.
