The State Chancellery was established in accordance to the Law on the Government no. 64-XII of May 31, 1990.
At that time the structure of the State Chancellery consisted of the leadership (the State Minister and the State Deputy Ministers), the General Secretariat, the Social-Economic Division and the Financial and Administrative Division, which included several departments.
In 1992 the Secretariat of the President of the Republic of Moldova and the Secretariat of the Government of the Republic of Moldova were in the structure of the State Chancellery. In February, 1997 a new structure of the State Chancellery was established due to the inauguration of the new Government. The Secretariat of the President of the Republic of Moldova was established as a separate institution and the State Chancellery consisted of 27 internal subdivisions and 8 subordinated institutions.
According to the Law no.376-XV of November 18, 2004 on amending the Law on the Government no.64-XII dated May 31, 1990 and the Government Decision no. 1315 dated November 26, 2004 ” On the Government Apparatus”, The State Chancellery of the Republic Moldova was reorganized into the Government Apparatus of the Republic of Moldova. Its main tasks were to ensure the Government's activity, the presentation of the analytical and informational materials, the preparation of the draft decisions, enactments and provisions, as well as the verification of their execution. Pursuant to the Law no.21-XVIII of September 18, 2009”On amending the Law no.64-XII dated May 31, 1990 On Government”, the Government approved the Regulation on the Organization and Functioning of the State Chancellery (Government Decision no.657, November 6, 2009).
