This government will not allow civil servants and state employeesto be involved in the election campaign during the working hours. Also, it will in no way allow the use of administrative resources. Andrei Spînu, the Secretary General of the Government, made a statement at a press conference. In this regard today the official also signed an instruction addressed to the public authorities, asking them to treat all the electoral candidates fairly.
The document also stipulates that none of the state employees should be obliged to attend the meetings organized by the candidates, to hold events outside working hours and not to influence the activity of the institution.
Andrei Spinu said that any deviation from these principles will be immediately investigated and sanctioned in accordance with the law, and the main task of the current government is to ensure free and fair elections. In that context, the Secretary General mentioned that the authorities are investigating two cases involving the participation of state institutions in the election campaign. The first case is in Orhei district, where it is used the database of beneficiaries' contacts to call and convince them to vote for a certain election candidate, and in the second case is notified the state company Posta Moldovei, whose employees distribute electoral materials in addition to the subscribers' newspapers and magazines.
At the same time, the government has made a number of approaches to Office for prevention and Fight against Money Laundering, the Ministry of Foreign Interior, the Customs Service and the Security and Intelligence Service, in order to verify the suspicious transactions coming from abroad during the election campaign and to prevent the use of this money to finance parties. In addition, the executive authorities asked the state institutions to check the access to corruption among the voters and the social assistance workers to distribute the social assistance in strict compliance with the law.
The Secretary General also mentioned that, at the suggestion of Prime Minister Maia Sandu, an inter-ministerial working group had been set up to coordinate the monitoring of the central public administration, in order to ensure the correct functioning of the 20th October 2019 elections. The working group held discussions with several state institutions to identify suspicious donations during the election campaign.
And this time, the Ministry of the Internal Affairs will play an important role in prosecuting and investigating cases of voter corruption. "Between 8th and 10th October, together with The Centre for Continuous Electoral Training, 85 employees of the Ministry of Internal Affairs will be trained in this field, including police duties on Election Day," said Ianus Erhan, the State Secretary of the Ministry of Foreign Affairs.
At finally, the Secretary General of the Government called on the media and citizens not to be indifferent to the abuses they witness and to take a stand by notifying the competent authorities. "Please do not be afraid anymore. The Republic of Moldova is free. We all want this election ballot to be correct and fair. Be a part of the electoral process and avoid violations and abuses!
